Under the direction of the Director of IT Strategy and Portfolio Management, the Manager of IT Program Management maintains control over the programs actively being managed (to include the associated project schedules, budget adherence, and risk issues). The Senior Manager of Project Management facilitates timely decisions, provides management with regular updates of the active project portfolio.


The Senior Manager of IT Program Management supervises and mentors staff for both project and career growth. This position is primarily responsible for the leadership and oversight of a team of Program Managers and ScrumMasters who are responsible for driving the planning and implementation of corporate initiatives using best practices.


The Senior Manager of Program Management role provides support to the organization through process re-engineering and development programs. There is significant responsibility in providing technical oversight to ensure business requirements are met, project plans are monitored, budgets managed, resources aligned and change managed.


He/she evokes creative and innovative thinking from team members while helping them to bring their ideas and career plans to fruition. They will be flexible and flourish in a fast paced and challenging environment. They should be a self-starter and have excellent motivation, leadership, and ingenuity to excel at this position. We are looking for an innovator with a strong technical background and proven ability to deliver high quality enterprise solutions. A Senior Manager of Program Management does all this and is expected have a high level of experience and abilities along these lines.


  • Manages the Program Management Office (PMO) to ensure programs and projects meet organizational goals and requirements
  • Manages staffing to include hiring, training, coaching, performance reviews, corrective actions, etc.
  • Determine processes and procedures, necessary metrics and performance measures, and process compliance requirements
  • Define team member roles and expectations and ensure timely feedback
  • Ensure that project resources receive any necessary training and are used effectively
  • Provides project management education to staff, management and departments
  • Communicate frequently with executive leadership to provide project risk analysis, status, and analysis of requirements that might impact strategic direction
  • Measure and monitor progress at clearly defined points in the process to ensure that the project is delivered on time, within budget, and that it meets or exceeds expectations
  • Meets with departments to formulate strategy, create IT roadmap and process flows, address cross departmental issues and respond to outstanding questions
  • Manages and tracks project governance tasks and conducts audits on the entire project portfolio
  • Manages staff to ensure that project processes are being adhered to and completed, such as updates of IT program plan, scope management, budget reporting, status reporting, issue escalation and resolution, resource planning and allocation, project schedule creation, change management, technical documentation, etc.
  • Possess strong Leadership skills; the ability to lead a team to consensus
  • Communicates frequently with Development, Infrastructure, Information Security, Enterprise Architecture, Business Analysis, Quality Assurance and other teams to enable planning, problem-solving, and execution of projects
  • Develops and implements the processes, procedures and standards for the execution of initiatives
  • Demonstrated ability to work independently, manage time effectively utilizing work and project plans to meet deadlines. This person must be capable of independent work guided by leadership direction and guidelines. Must demonstrate the ability to assess a situation, define the problem, develop an approach and lead the team in executing on that approach. Needs to demonstrate past instances of working in this manner successfully
  • Establishes or optimizes standards for the management of projects to ensure compliance to PMO and customer standards while efficiently addressing project needs
  • Prepares and leads weekly PM Meetings


  • Bachelor’s (4-year) degree in business, computer technology or analytical techniques is preferred
  • Minimum of 10 years of experience with business operations or systems development, or equivalent combination of education and experience (this is to include at least 4 years in a Senior Manager position)
  • Expert knowledge and understanding of program and project management applications, methods and methodologies (e.g. Waterfall, Agile, SCRUM, RUP, XP, etc.)
  • PMP, CSM, CSPO and Six Sigma certifications a plus
  • Excellent consultative, listening, communications, negotiation and analytical skills to effectively communicate with external companies, staff, departments, and senior management
  • Ability to organize and process work and establish and maintain effective working relationships with employees and departments
  • Strong knowledge of industry standards as they relate to project management
  • Possess the ability to work independently or as a team in order to meet tight deadlines
  • Comfortable using judgment and decision-making skills while working with cross functional teams and moving between leadership and peer roles
  • Ability to successfully lead a team to meet its objectives and mentor team members
  • Excellent organizational, time management and motivational abilities
  • Understand the necessity of project standards and apply standards consistently
  • Complexity/problem-solving skills
  • Regularly provide advice and recommend actions involving complex issues
